The following Institutions are invited to participate in the Network in accordance with the PDM Network Operational Rules:

  1. Members of the OECD Working Party on Government Debt Management;
  2. Subject to the agreement by the Promoting Institutions, non-OECD sovereign issuers, supranational and multilateral organisations, public and private research centres or networks as well as private financial institutions.

Candidate Institutions submit their request to the Promoting Institutions. After an initial evaluation the request is passed on to the PDM Network Governance Group that decides whether the Institution meets the requirements to join the Network. This decision will be communicated to the candidate Institution. The next step is for the Promoting Institutions and the candidate Partner to sign an Agreement that stipulates the acceptance by the Institution of the Network membership's rights and duties (for further information see also the "Contact us" page on this website).

After that, the new participating Institutions is officially a partner in the PDM Network. In that capacity new partners:

  • Receive a username and password that will be communicated to them in a welcome letter. With this information members can log-in to view any information, documentation and other electronic features only available to Partners.
  • Are invited to participate in all activities organised by the Network, including conferences, seminars, electronic discussion groups and working groups.
  • Agree to provide information about their organisation, and a general permission for the Network to publish documentation produced by the Institution (copyright and intellectual property law). They are also invited to provide support in accordance with the terms issued by the Governance Group.
  • Are requested to make regular contributions concerning information about their institutional activities that can be published on the Website, including reports, studies, working papers, background documentation of conferences, press releases and announcements of events on debt management.

In all dealings with the Network, the autonomy, constitutional position and confidentiality of each participating institution shall be respected.
