The Public Debt Management (PDM) Network is an initiative by the OECD and the Italian Treasury aimed at building, sharing and developing knowledge on public debt management.

It encourages and facilitates permanent discussion on debt management related matters among all actors who are actively concerned with public debt management, all over the world.

The PDM Network initiative wants to meet debt manager's increasing need for a permanent platform to exchange knowledge and to communicate in an informal way with each other and with people from research institutes, academicians and specialists from the financial sector.

The PDM Network addresses these knowledge sharing needs in a systematic and persistent way, offering an electronic knowledge base and interactive features.

 

PDM Network target partners are:

 

National debt managers, from both advanced and emerging economies learn a great deal from heir peers in other countries. In their effort to grow, emerging countries can benefit from developed countries experience. In this knowledge sharing process, developed countries in turn get precious feedback from their emerging countries colleagues.

 

International multilateral organisations. Several departments of international and multilateral institutions (for instance UN, WB-IMF and OECD) are involved in government's capacity building programmes with regard to sovereign debt portfolio risk management. Moreover, they organize International and Regional Conferences on Public Debt Management to promote discussion and raise awareness of sound practices in public debt management.

 

Public and private research institutions. Research activity on debt management is gauging increasing interest, as policy-makers have turned to economic theory for guidance in their choice of debt instruments. Initiatives to strengthen the relationship between financial and research communities are worthwhile in order to build a common general framework for policymaking.

 

Counselling and training centres provide independent specialised advice in financial and debt management matters to central governments, state/regional and local government either from advanced or emerging countries. Their partnership is quite useful to achieve successful projects on public debt management.
