9th webinar of the PDM Network: Investor Base Development: Trends, Risks and Policy Responses
The 9th webinar of the PDM Network, entitled “Investor Base Development: Trends, Risks and Policy Responses”, will take place on Wednesday, 25 March 2026, at 10:00 am EDT | 3:00 pm CET.
Webinar Overview
Developments in the investor base are a key strategic issue for public debt managers as debt levels rise and market structures evolve. Changes in the composition of the investor base have important implications for market functioning, debt distribution and risk management.
This webinar will examine recent trends in sovereign investor bases from both advanced and emerging market perspectives. It will discuss structural developments, including the growing role of non‑bank and foreign investors, challenges linked to investor concentration—particularly in emerging economies—and risks associated with exit dynamics and leveraged investors.
Drawing on recent OECD analysis, World Bank technical assistance and country experience, the session will also explore policy options available to debt management offices to support a more resilient and diversified investor base, including investor relations strategies, debt distribution frameworks and auction design.
Featured Speakers:
Rodrigo Cabral, Senior Financial Officer, World Bank Treasury
Jeffrey Gao, Principal Analyst, Debt Management Function, Bank of Canada
Moderator:
Sam Foxall, Policy Analyst, Public Debt Management Team and Financial Markets Unit, OECD
