Measuring Financial Health of Local Governments - A Comparative Framework
This chapter develops an analytical framework that can help both researchers and practitioners who face the tax crisis affecting communities. It aims to identify and understand the different strategies implemented to measure the financial health of communities in different countries. Based on national and regional case studies from OECD countries (Korea, Italy, Michigan, New South Wales), this analytical framework aims to evaluate the financial health metrics commonly used and to identify if these metrics have the same meaning. A discussion on the possibility of measuring the financial health of different accounting systems is then proposed.
