Public Debt Management Conference materials– Paris, September 4-5, 2019

The PDM Network held its first Conference in Paris on September 4-5, 2019. Officers coming from DMOs, Central Banks, Academics, Multilateral Institutions and Financial Companies gathered at the OECD venues to exchange views and to present cutting-edge research about a wide range of public debt management issues. Deputy Secretary General of OECD Masamichi Kono delivered an opening address, while Prof. Pier Carlo Padoan, former Minister of Economy and Finance of Italy delivered a keynote speech.

The event Agenda (see below) included 19 presentations (see below) and 8 sessions, covering several different aspects of public debt, ranging from sovereign balance sheets risks to modelling issues, from market liquidity to issuance strategies and debt sustainability.

The conference is among the few events specifically aimed at promoting dialogue among policy makers (debt managers, central bankers, regulators), academics and market practitioners (investors, dealers, market infrastructures’ managers), to encourage knowledge sharing and collaboration across organizational and disciplinary boundaries, and to foster the development and dissemination of best practices in public debt management. Presentations were followed by very enriching and interesting debates, delivering valuable information to debt managers, scholars, multilateral and financial officers. The Conference has received very satisfactory reviews by participants.
